These by-laws have been read and approved by the American Poolplayers Association. The local by-laws are a secondary source of information created in accordance with and in addition to the “official team manual”. Your team manual is your primary source of information and all rules in your team manual are to be followed with the exception of revisions contained here.
My “office hours” are 5 p.m. till 10 p.m. Monday through Thursday. 1. Fees/Mailing scoresheets: League fees are $35.00 per team per week. . Some divisions have elected to be a “cash” payback division and as such will pay back the top 3 places 50%/30%/20% of their respective prize funds. Checks or money orders made payable to the APA. The league office IS NOT responsible for CASH! All prize funds are based on full payments received by all teams including playoffs. Any deficiencies are deducted from the prize funds first. All unpaid amounts will be reported at the time of the shortage and must be paid prior to playoffs. Teams will not be permitted in the playoffs, or any other events until all past due fees are paid in full.
2. The LOCAL TEAM CHAMPIONSHIPS. Division playoffs will be comprised of the following, 1st, 2nd 3rd place and a wildcard team. The following indicates the number of teams advancing to cities from each division “size” after playoffs.

3. During session playoffs all practice will stop after the matches have begun.
4. Prize funds & Tournaments: Playoffs are for trophies, slots to cities with the travel assistance fund.
5. PLAYERS PLAYING TWICE: Due to unforeseen circumstances, teams come up short players from time to time. The “BAY AREA APA” is an amateur league and believes that players should play if a team must pay for a match. Teams are allowed to play only one skill level 2 or 3 twice per night “in the LAST match of the night only” This bylaw may be used in the first 4 weeks of the session, no exceptions. CONDITIONS: The “full” team captain must choose a skill level 2 or 3 on the “short team” that will play twice that night. All players, who would keep the “short team” under the 23 rule if played twice, MUST remain on site until the player has been picked. Anyone leaving early could be cause for the match to be forfeited. If any player was told to stay home, I may forfeit that match and the team may lose any further opportunity to use this bylaw for that session. Please do not abuse the spirit of this bylaw as management reserves the right to stop its use at any time. This bylaw is only to be used if a team is short players, not to make the 23 rule.
6. During weekly play, once a player has been selected to play he may not be withdrawn from playing that match.
7. Maintaining eligibility for higher level tournaments: a team must remain active through the summer session, when the Cities tournament actually takes place or loose your qualification. Example: If your team qualifies in the Summer session then you must play in the Fall Spring and Summer session or loose your eligibility. The same applies if you qualify in the Fall session, you must play in the Spring and Summer to play in the Cities. Players can qualify to play on multiple teams at cities until we get to the quarterfinal round.
8. Adding Player’s: Teams may add players to there rosters after the 4th week with management permission during the summer and fall sessions. They MUST pay their membership dues the FIRST night of play or a forfeit may result! You may not remove a player and add them back again that session except in extreme cases with the league office approval. This Rule is NOT in effect for qualified teams during the spring session, the 4th week is the last week to add players because of the Cities Championships in June.
9. Teams that owe money: any team that is “past due” may not be allowed to participate in the session playoff’s, until all money owed is paid in full. Any money unpaid will be tagged to the team and players and may not be permitted in the next session until paid. Teams that are 2 weeks behind in fees will be dropped.
10. Bonus points: In 8 Ball a team can earn “1 bonus” point in addition to those earned for matches won each week. In 9Ball a team can earn 10 bonus points. They will be credited with “bonus point” each week if the following conditions are met. A) Your team is not short any money for that week. B) Defensive shots are marked in the box provided. C) The teams completed “legible” paper work is delivered to the assigned drop box location..
11. Forfeits: In 8Ball a team may not receive more than 3 points in a match via forfeit. In 9Ball a team will receive 12 points for a forfeit. NOTE: If determined by management that this was done with intent to aid another team, it will be considered “cheating” and the offending players will face possible 30 day suspension or more. If a team drops from the league at any time during the session, their matches played “count”, and all remaining scheduled matches will be awarded to the opposing teams by way of a bye. In the event of a forfeit each team will be responsible for their full weekly fees. Any team caught trying to manipulate the system will be called on cheating and will be dealt with accordingly.
12. Byes: If your division has a “bye” in the schedule, your 8-ball team will receive (3) points plus bonus point for a bye. In 9-ball your team will receive (60) points and 10 bonus points for a bye. Teams are not required to pay weekly fees when scheduled for a bye.
13. Membership fees: All APA membership fees must be paid the FIRST night of play.
14. Play-off week Fees/Scheduling: There will usually be 2 weeks of playoffs all regular weekly fees are due ($35) and may be collected in advance, starting in week 11 of the session.
15. Make-up matches: Unless “special” approval is granted by league management due to “very unique” circumstances, a team requesting a make-up match must complete it within two weeks of the original match. There will be no make-up matches in the last 4 weeks of the session.
16. Returned checks: A $20.00 service charge will be assessed for each returned check. If this should happen more than once I may request payment by cash for all future matches.
17. Division Reps & Handicap Review Committee: Each division MAY elect a division representative. HRC persons shall remain anonymous in future elections to protect the leagues handicap integrity. Division reps will be called on to perform meetings, mailings and communicate League information to all captains. These people will meet with me to discuss and resolve non-business related league problems and make recommendations on player skill levels at least once each session.
18. Travel Assistance fund: All teams shall contribute to the travel fund, it will be used only for the reservations and payment of airfare and hotel accommodations at the Rivera Hotel and Casino in Las Vegas. All eligible players from each City Championship team will have an equitable portion of his or her national’s participation partially paid based on double occupancy. There is no guaranty of a fully paid trip. Any shortage will be the team’s responsibility to cover by the final payment due date or risk having the runner up teams being awarded the trip. Forfeiture of funds already paid is also a possibility and the league office assumes no liability for these funds already paid. The league office shall handle all travel arrangements and payments. No exceptions. The travel assistance fund will be awarded to the teams that are going to Vegas.

19. Once a team has qualified for the Local Team Championship they must finish in the top 50% in the following seasons. If they don’t do this they will be reviewed to make sure all players are playing to their best ability. If they qualify in the spring session they must remain playing in the following summer session unless approved by the Bay Area APA office.
WEEKLY LEAGUE PLAY ADDITIONS
20. If a coach ask the player if he wants a time out, a time out must be taken.
21. A player may not pull a ball from the pocket or use any other ball to place it on the match table and see if there is clearance for a shot or to see if there is room for a ball to get through a certain spot.
